Preston Article 4 Direction — Full Planning Guide

Understanding the planning position in Preston is essential before committing to any HMO investment. The landscape is more complex here than in most North West cities — with an existing 2012 direction, a new incoming 2026 direction and areas outside both.

The Existing 2012 Article 4 Direction

Preston has had a partial Article 4 Direction in place since 2012, covering most of Plungington and parts of the Frenchwood, Fishwick, City Centre, Deepdale and Ashton wards. In these areas, planning permission for small HMOs (3–6 tenants) has been required since 2012.

The New 2026 City-Wide Direction

Preston City Council made a new Article 4 Direction on 29 January 2026 covering the entire urban core — bounded by the M55 to the north, the A582 (Edith Rigby Way) to the west, the M6 to the east and the River Ribble to the south. As a non-immediate direction, it will not come into force until 15 February 2027, subject to Council confirmation following public consultation. Until then, most urban area properties outside the existing 2012 zone can still proceed under Permitted Development rights.

Outside the Urban Core

Areas outside Preston’s main urban boundary — including parts of Fulwood, Ribbleton and the surrounding rural areas — are not covered by either Article 4 Direction. In these locations, small HMO conversions (3–6 tenants) can proceed under Permitted Development rights without a planning application.
