Former pub buildings offer outstanding HMO conversion potential — large floor plates, high ceilings and commercial-grade construction. Our largest single project converted a pub into 12 self-contained HMO units. These projects require careful planning, fire compartmentation and layout design, all managed in-house by our team.

Residential to HMO
Converting a standard house into a licensed HMO is the most common project we undertake. Whether it’s a 3-bed terrace becoming a 5-bed HMO or a larger property being reconfigured for more rooms, we handle everything from layout redesign and room additions through to full fire safety compliance and building regulations sign-off.

Commercial to HMO
Former offices, retail units and light industrial buildings can be excellent HMO candidates, often available at attractive prices relative to residential stock. HMO Conversion Costs
The cost of converting a property into an HMO varies significantly depending on the size of the property, its current condition, the number of rooms being created and the level of compliance work required. As a general guide for North West investors:
- Small HMO (3–4 tenants, minimal structural work): £20,000 – £45,000. Typically covers fire doors, electrical upgrades, bathroom refurbishment and redecoration.
- Medium HMO (5–6 tenants): £45,000 – £85,000. Includes layout changes, additional bathrooms or en suites, kitchen upgrades and mandatory licensing compliance.
- Large HMO (7+ tenants): £85,000 – £180,000+. Full structural alterations, fire compartmentation, potential loft conversion or extension to maximise room count.

Planning Permission & HMO Licensing
Planning permission and HMO licensing are two separate requirements, and understanding both is essential before committing to an HMO investment.
Planning Permission
- 3–6 tenants (C4 use class) — usually falls under Permitted Development, no planning application required
- Article 4 areas — planning permission is required even for small HMOs. Parts of Bolton, Wigan and surrounding areas have Article 4 Directions in place. We check your specific postcode as part of the free consultation.
- 7+ tenants (Sui Generis) — full planning permission is always required, regardless of location
- Commercial to HMO — a change of use application is always required
HMO Licensing
- Mandatory licensing is required for all HMOs with 5 or more tenants from 2 or more households
- Additional licensing schemes exist in some areas — some councils (including parts of Bolton and Wigan) require licences for smaller HMOs
- Licence fees typically range from £500 – £1,500 for a 5-year licence from your local authority
- Minimum room sizes, fire safety standards and amenity requirements must all be met before a licence is granted

Fire Safety in HMO Conversions
Fire safety is the most critical and non-negotiable element of any HMO conversion. All fire safety works are designed in from the start and carried out by our in-house team to building regulations standards.
- FD30 Fire Doors — 30-minute fire-rated doors are required to every habitable room, kitchen and bathroom. We supply and install certified fire doors with appropriate frames and ironmongery throughout.
- Interlinked Smoke & Heat Detection — Mains-wired, interlinked smoke and heat detectors are required in all rooms and communal areas. All systems are installed and tested by our in-house electrical team before handover.
- Emergency Lighting — Required in all communal areas, hallways and stairwells. Fully designed and installed in-house to building regulations standards.
- Fire Compartmentation — Walls, floors and ceilings between rooms and floors must achieve the required fire resistance rating. We carry out all necessary structural fire protection works including cavity barriers and fire stopping.
- Protected Escape Routes — All HMOs require clearly defined, protected escape routes to external exits. Escape strategies are designed as part of the initial layout planning to ensure compliance is built in from day one.
- Building Control Sign-Off — All fire safety works are carried out to building regulations standards and signed off by building control before handover. We manage the full building regulations process on your behalf.

HMO Conversion FAQs
How long does an HMO conversion take?
Timescales vary by project size. A small residential conversion (3–4 rooms, minimal structural work) typically takes 4–8 weeks. A medium conversion with layout changes and additional bathrooms usually takes 8–16 weeks. Large or commercial conversions can take 4–6 months. We provide a detailed programme of works before the build starts.
Do I need planning permission for an HMO in the North West?
It depends on your specific location, though the landscape has changed significantly since mid-2025. Bolton Council introduced a borough-wide Article 4 Direction in June 2025, and Wigan Council — covering areas including Leigh and Atherton — followed with a borough-wide direction in August 2025. This means planning permission is now required for all HMO conversions, regardless of size, across both boroughs. Areas such as Bury and Rochdale do not currently have Article 4 Directions in place for HMOs, meaning most small conversions there still proceed under Permitted Development rights. We check your specific postcode as part of your free consultation and advise you clearly on what applies before any commitment is made.
What is the difference between HMO planning permission and HMO licensing?
Planning permission relates to the change of use of the property and is dealt with by the local planning authority. HMO licensing is a separate process managed by your local council’s housing team, covering safety standards, room sizes and management requirements. Both may be required — we guide you through both as part of our service.
What is the minimum room size for an HMO?
The national minimum is 6.51 square metres for a room used by a single adult. Some local authorities apply stricter minimums. We design all HMO layouts to meet or exceed the requirements of your specific local authority, ensuring no rooms fall below the threshold at the licensing stage.
